Job Description:

The HSE Officer is responsible for reviewing, evaluating, and monitoring health, safety, and environmental hazards across Hydro Tech’s Canadian and U.S. worksites. This position plays a key role in ensuring legal compliance with applicable health and safety laws and regulations, including the Occupational Health and Safety Act (Ontario), OSHA standards (U.S.), and Hydro Tech’s internal policies. The Officer also supports the development of systems and processes in preparation for the future implementation of ISO 45001. 

Duties and Responsibilities 

  • Conduct and lead workplace inspections, hazard assessments, and safety audits to ensure compliance and identify areas for improvement. 
  • Investigate incidents, accidents, and near misses; provide detailed reports with root cause analysis and recommendations. 
  • Develop and implement health and safety programs, including standard operating procedures (SOPs), safety plans, and internal controls. 
  • Monitor work activities and enforce compliance with Hydro Tech policies and government regulations. 
  • Deliver or coordinate training sessions on occupational health and safety topics including working at heights, confined spaces, and PPE use 
  • Maintain and update safety-related records and documentation (inspections, investigations, training logs). 
  • Provide guidance to supervisors and employees on safe work practices and support site-specific safety planning. 
  • Communicate and collaborate with stakeholders, contractors, and leadership to foster a safety-first culture. 
  • Assist in preparing for and implementing ISO 45001 certification by aligning documentation and practices with standard requirements. 
  • Travel frequently to Canadian and U.S. sites to support and monitor health and safety performance. 
  • Perform other safety and compliance-related duties as assigned. 

Required Skills:

  • Bachelor’s degree in occupational health and safety or any related field, (biology, chemistry, engineering) plus a minimum of 5-7 years of related experience.   
  • Certification as an ISO 45001 Lead Auditor.  
  • In-depth experience with Canadian and U.S. health and safety regulations, including OSHA and provincial standards.   
  • Extensive experience within the construction industry, with a focus on safety and compliance.  
  • Strong judgment and decision-making abilities, with a track record of successfully mitigating risks.  
  • Excellent written and verbal communication skills, with the ability to convey complex safety concepts clearly and effectively.  
  • Proven ability to influence and drive strategic health and safety initiatives, collaborating with leadership to align safety goals with business objectives.  
  • Exceptional multitasking skills, capable of managing multiple priorities under tight deadlines.  
  • Advanced technical writing skills, with proficiency in the Microsoft Office suite.  
  • Familiarity with project management and budgeting processes.  
  • Certifications in First Aid, CPR, confined space entry, and working at heights.  
  • Valid passport and driver’s license required.

Requirements:

  • Strong knowledge of OHSA (Ontario), OSHA (U.S.), and relevant safety legislation. 
  • Excellent verbal and written communication skills, with the ability to clearly explain complex safety concepts. 
  • Leadership and conflict resolution abilities in field and team environments. 
  • High level of attention to detail and organizational skills. 
  • Ability to work independently and under pressure in dynamic project settings. 
  • Team-oriented and committed to continuous improvement.
