The Ministry of Natural Resources and Forestry’s, Aviation Forest Fire and Emergency Services Branch seeks highly motivated professionals to provide advice, strategic support, policy interpretation, and other specialized services as the ministry’s expert for procurement and contract management.
What can I expect to do in this role?
In this role, you will:
- Provide guidance to clients on the preparation of procurement contracts
- Ensure procurement contracts and service agreements are compliant with government policies, directives and guidelines
- Gather procurement data and other metrics needed to fulfil ministry reporting requirements
- Assist with the implementation of changes/improvements to the ministry’s procurement processes, practices and support tools
- Coordinate, monitor and forecast in-year expenditures; provide strategic information to update financial reporting, and update estimates to account for in-year changes using the applicable ministry applications/processes
How do I qualify?
Contract, Procurement and Financial Forecasting Knowledge
You have:
- Demonstrated knowledge of procurement and contracting policies, standards, and best practices
- An understanding of the procurement, partnerships and contract and service management business processes
- Knowledge of financial management, control and reporting mechanisms, tools, and systems
- The ability to interpret and apply documents that support financial decision-making
- An understanding of relevant legislation (e.g. contract law, Occupational Health and Safety Act) and provincial trade agreements
- Knowledge of risk assessment principles and frameworks
Consultation Skills
You have:
- Strong consultation skills to determine client needs, explain complex policies and guidelines, outline options and risks and influence compliance to ensure procurement activities are fair and transparent
- Demonstrated the ability to make recommendations to senior management regarding difficult procurement situations proposed by divisions, and provide advice on appropriateness of procurement approaches
- Negotiation skills to establish contract terms, conditions and service standards with external vendors
Project Management and Leadership Skills
You have:
- Project management skills to ensure that procurement plans and activities are completed within required timeframes
- The ability to provide strong team leadership and demonstrate initiative
Communication, Interpersonal, and Computer Skills
You can:
- Provide information clearly and concisely with strong oral communication, written communication and relationship management skills
- Develop and maintain good working relationships with internal and external stakeholders, including central agencies
- Use computer applications (e.g. MS Office) to create analytical reports and documents
